Can I run blackmore-cli with blackmore-qt?

You can! It just requires some configuration in the blackmore.conf file:

server=1
daemon=1
listen=1
rpcbind=127.0.0.1
rpcport=15715
rpcconnect=127.0.0.1
rpcallowip=127.0.0.1

# These can be skipped if only using blackmore-cli, which will use cookie authentication by default.
rpcuser=<user>
rpcpassword=<password>
